That in blessing I will bless thee, and in multiplying I will multiply thy seed as the stars of the heaven, and as the sand which is upon the sea shore; and thy seed shall possess the gate of his enemies; and in thy seed shall all the nations of the earth be blessed; because thou hast obeyed my voice.
Genesis 22:17-18
And I will make thy seed to multiply as the stars of heaven, and will give unto thy seed all these countries; and in thy seed shall all the nations of the earth be blessed …
Genesis 26:4
And the LORD shall scatter you among the nations, and ye shall be left few in number among the heathen, whither the LORD shall lead you.

Yes, God made (and will continue to make) of Abraham a great nation; the total of all Israelites through time has been great and continues to grow. Furthermore, all who have accepted Christ are also sons of Abraham, though in another sense (Romans 4:12). Deuteronomy 4:27 simply says that the Israelites alive at a particular time will be few in number. This does not refer to the running total of Abraham’s seed.
