Is all Scripture inspired by God?

Yes, all scripture is given by inspiration of God.  Paul explicitly states (more than once) that a portion of what he writes was by permission, not commandment, but God wanted Paul’s opinion written down in the Bible for us to read.  This does not mean that what Paul wrote was not inspired, but that it is an exception when it comes to the rest of the Bible; God wanted Paul to express his opinion in the Bible, but God did not necessarily command Paul’s teaching.  The fact that Paul goes out of his way to state how this is an exception further demonstrates how truly the Bible is the Word of God.
