Matthew 6:10 does not necessarily say that God’s will is always done in heaven. It is a request that God’s will be done on earth as it is in heaven. If God’s will prevailed on earth as much as it does in heaven, the earth would be a much, much better place, even supposing God’s will may not always be done in heaven (in the case of Satan’s war and lies).
