Nothing is impossible with God. Just because the LORD was with Judah does not mean that He decided to do anything they wanted. The “he” in Judges 1:19 could refer to Judah, not to the LORD; or, it may be saying that God could not drive them out, not because He was not powerful enough, but because Judah did not have enough faith—and God requires our faith oftentimes to work (this is the way He wants it). Furthermore, God had previously said that He would drive the inhabitants out “little by little” (Exodus 23:30).
So yes, God certainly can drive out iron chariots; but sometimes He does so contingent on our faith and His purposes.
