There are a couple of possibilities:

Jether also went by the name Ithra and had dual citizenship or mixed nationality as an Israelite and an Ishmeelite (which is perhaps why he went by two names—perhaps he adapted his name after moving his citizenship).
- Jether is the biological father, but Ithra is the step-father
