Response
God does not tempt anyone with evil (see the entire verse of James 1:13). However, God can “tempt” us in the sense that He “tests” us (an old meaning of tempt is to test or try). For instance, God tested Abraham’s faith by commanding him to do something very difficult, but God never tried to get Abraham to sin.
