The LORD used the Philistines to kill Saul. Technically, Saul killed himself, but it was only because the Philistines were just about to. Thus, the LORD caused the Philistines to prevail against Saul, which caused Saul to kill himself. Thus, in a sense the LORD, the Philistines, and Saul were each responsible for his death.
The Amalekite was lying to David because he thought he would get a reward from David for killing Saul, as Saul was David’s enemy.
