The angels were messengers of the LORD, and so when they said “we will destroy this place,” this was a perfectly accurate statement. Furthermore, the Bible says that three men originally appeared to Abraham (Genesis 18:2), and one of them was the LORD (Genesis 18:1). In the next chapter we see only two angels (Genesis 19:1), and so the LORD was with them, just not visibly.
When a police officer says, “We will put you in prison,” does he mean that he personally will do it? Of course not—at least not necessarily. He means that the authority he is under (the police station) will put the man in prison.
